Election and More

April 15, 2021

Dear Members of the HEA,

Every April the HEA has its annual Executive Board Elections. The timeline for the election process is as follows: 

April 1-15 is the nomination period. 

April 15-29 is the campaign period

April 29th is the election. 

The following positions are up for re-election:

1. President- the duties of the President include:

(1) The president shall preside at meetings of the Executive Committee, the Board of Directors, and the general membership. (2) He/She shall appoint the chairperson of standing committees and special committees subject to the approval of the Executive Committee. (3) He/She, or a designee, shall attend all meetings of the School Committee. (4) He/She shall supervise all plans for efficient work of the Association and shall perform all other functions usually attributed to this office. (5) He/She shall be present in the Association office or a school within the district other than his/her own school a minimum of four hours each week during the school year. This time does not include scheduled meetings of the Board of Directors or the Executive Committee. (6) He/She shall be responsible for managing the Association office for two weeks during the summer. (7) He/She shall attend all meetings of the Executive Committee and Board of Directors. (8) He/She will approve/monitor any unfair labor violations claims filed by the MTA on behalf of the HEA.

2. 2nd Vice President- the duties of the 2nd Vice President include:

(1) The second vice-president shall perform the functions usually attributed to that office. Among said functions, he/she shall be responsible for the production of the HEA Newsletter and web site as well as other communications vital to the proper conduct of the Association. (2) The second vice-president shall be present in the Association office or conducting association business a minimum of four hours each week during the school year. This time does not include scheduled meetings of the Board of Directors or the Executive Committee. (3) He/She shall organize such social activities as may serve the needs of members and promote fellowship within the Association (ie annual scholarship committee and banquet). (4) The second vice-president shall be responsible for managing the Association office for two weeks during the summer. 6 (5) He/She will serve as the HEA’s representative on the city’s Insurance Advisory Commission. (6) He/She will serve as the Executive Committee liaison to HEA-Retired members. (7) He/She will attend all meetings of the Executive Committee and Board of Directors (8) He/She will attend School Committee meetings in place of the president when requested, not to exceed four times per year. 

3. Secretary- the duties of the Secretary include:

(1) The secretary shall keep accurate minutes of all meetings of the Board of Directors, the Executive Committee, the general membership and any other meetings he/she attends with the President. (2) He/She shall maintain official files and shall assist the president with the Association correspondence. (3) He/She shall be present in the association office or conducting association business a minimum of four hours each week during the school year. This does not include scheduled meetings of the Board of Directors or Executive Committee. (4) He/She shall be responsible for providing notice of, scheduling, monitoring, and initiating procedures for all unit elections. (5) He/She shall be responsible for managing the association office for two weeks during the summer. 

 4. ESP Unit Representative- the duties of the ESP Unit Representative include: 

(1) He/She shall attend all meetings of the Executive Committee. (2) He/She shall attend all meetings of the Board of Directors. (3) He/She shall meet monthly with the Superintendent of Schools or his/her designee for all matters relating to the ESP unit. (4) He/She shall chair special meetings called to conduct business specific to the ESP unit. (5) He/She shall chair the negotiations team for the ESP unit. (6) He/She will be available to unit members to answer questions and address unit concerns via phone, email, or in person. (7) He/She shall attend all grievance sessions for members within the ESP unit. (8) He/She shall keep up-to-date files on membership, meetings, voting and other unit business. (9) He/She is responsible for distributing information to unit members about Association activities, including brief ten-minute meetings when applicable. 

Please note the following Executive Board members will be running for re-election. President- Anthony Parolisi, Secretary- Deb Russell and ESP Unit Representative Maureen Zuber. 2nd Vice President Suzette DiTonno has decided to not run again. The HEA Executive Board thanks her for her service. 

An Election Committee has been formed. The Committee consists of Elizabeth Briggs (chairperson), Megan Duffy and Irina Ostrovskaya. If you would like to nominate someone for any of these positions email Elizabeth Briggs at coachbriggs@comcast.net. You may also self nominate just email coachbriggs@comcast.net.

If you are nominated and accept you are asked to write a brief candidate statement explaining why you should be elected for the position. 

Secondly the MTA Annual Meeting is being held virtually April 30th to May 1st. The HEA is permitted to have 18 delegates in attendance. If you are interested in attending please email Liz Briggs at coachbriggs@comcast.net.. Please write a brief statement as why you would believe you would make a good delegate to represent the HEA. If there are more than 18 HEA members interested in attending there will need to be an all member election. The election will take place on the same day as the Executive Committee Election. (April 29) 

Lastly, the NEA Representative Assembly is taking place virtually June 30-July 3. The HEA is permitted to have 6 members at this meeting. Again, if you are interested in attending please email Liz Briggs at coachbriggs@comcast.net.

Any member may run for Executive Board, MTA Annual Meeting and the NEA Representative Assembly if they wish to do so. 

The HEA has had an amazing year and is united and stronger than ever.
