HEA Board of Directors Minutes
November 17,2022
The November 17th meeting of the Board of Directors was called to order by President Tim Briggs at 4:10 pm. In attendance were President Tim Briggs,1st Vice President Barry Davis, 2nd Vice President Liz Briggs, Treasurer Lauren Sanguedolce, Secretary Deb Russell, ESP Unit Representative Maureen Zuber and Clerical Representative Vicki Steed.
The following buildings were represented by their Building Representatives: Bradford, Consentino,Haverhill High,Hunking,Moody, Pentucket Lake,Silver Hill, Tilton, TEACH/Bartlett, and Walnut Square.
Acceptance of Agenda for the November 17, 2022 Board of Directors meeting, Motion was made by Liz Briggs to accept the Agenda of the meeting, seconded by Katelyn Watts. Motion passes.
Acceptance of the minutes for the September 15, 2022 meeting. Motion was made to accept the minutes by Maureen Zuber and seconded by Barry Davis. Motion passes.
- ESP Report
- The 4 days while on strike, ESP’s will be paid their contractual rate. There are no strike clauses in the contract. Unpaid days are up to the discretion of the district.
- Negotiation Team- looking for people to be a part of the team
- ESP of the Year- please nominate. There has been a form sent out to nominate an ESP of the Year.
II.Clerical Unit Representative Report
- 10 month clerk MOA we are still waiting for it to be signed.
- Looking for folks to be a part of the negotiations team.
III. Membership Chair Report
- Membership Committee starting up soon.
- 1,000 members
- MTA trainings are available, Katelyn sent an email with list of trainings available.
VI Treasurer’s Report

- Go Fund Me Page by Barbara Madeloni for strike fund $8900.00 and Andover will be giving the HEA $5000.00
VII. Secretary’s Report-
- Committee Form to sign up for various committees. Please sign up.
VIII 2nd Vice President’s Report
- Scholarship- meeting next month. To discuss the HEA scholarship as well as the Future Hillie Educator $50,000 scholarship that came out of our Strike action.
- T-Shirts- sign up for a HEA shirt if you do not have one. They will be coming to members every month after our Board of Directors meetings.
- Santa Parade- Sunday-please get the word out.
- Newsletter- please send me information.
- 1st Vice President
- Grievance- no current grievances, but there are 3 that will go out soon.
- All but one grievance is pay related.
- Grievance Committee- we are going to be handling the grievance committee differently this year. If you have a grievance you will get together with Barry to discuss what area of the contract has been violated and if it is a grievable offense. We are not going to wait for a committee. It may be resolved with just a phone conversation. The committee will serve as it goes through the various levels.

- 10 month clerks- we were settled and Bill Cox left. We put forth a MOA. They still have not gotten their retro pay.
- Security Specialists- new offer on the table.
- New Business
- Strike- Issues outstanding.
- Fines $200,000 and a $50,000 scholarship.
- Labor Board and Court hearings.-still trying to get us to pay for more of the city expenses.
- Check to make sure your payment is correct after retro pay.
- Continue action for support- We have power.
- MVBC- North Andover may be jumping on board. Our next meeting will be based around ESP standards. 12/10/2022
- Safety Committee- this was formed out of our contract negotiations and will be meeting on 12/5. Please share any concerns regarding this to the members of the committee – Sarah Gauvin, Shaun Ashworth (HHS) Colleen Panicci (Middle) and Suzette DiTonno (elementary)
- Consentino Debt Exclusion City Council is working to for debt exclusion so the city council. can decide how to use their monies.
- New Unit for therapists- they have been changing group. We will work on getting them a contract.
- Strike- Issues outstanding.
- Problems and Concerns
- Interventionists getting planning time during PD. Why are teachers not getting the same?
- Making up training- 5-6 teachers are told to make up PD that they missed because of going to another training. We will keep an eye on it.
- Clerks calendar- Clerks are scheduled to work a full day prior to winter break. It is an early release. Previously it has been a half day for clerks.
- PLC’s coaches running them and not having their own planning time.
- Santa Parade- we have only a handful of people. So we are NOT going to be participating.
