The September 15th meeting of the Board of Directors was called to order by President Tim Briggs at 4:10 pm. In attendance were President Tim Briggs,1st Vice President Barry Davis, 2nd Vice President Liz Briggs, Treasurer Lauren Sanguedolce, Secretary Deb Russell, ESP Unit Representative Maureen Zuber and Clerical Representative Vicki Steed. The following buildings were represented by their Building Representatives: Bradford, Consentino,Haverhill High,Moody, Pentucket Lake,Silver Hill, Tilton, TEACH/Bartlett,Walnut Square and J.G. Whittier
- Acceptance of Agenda for the September 15, 2022 Board of Directors meeting, Motion was made by Irina Ostrovskaya to accept the Agenda of the meeting, seconded by Deb Cominsky. Motion passes.
- Acceptance of the minutes for the June 9th meeting. Motion was made to accept the minutes was made by Liz Briggs and seconded by Deb Cominsky. Motion passes.
- Secretary Report
- Building Representative Binder.
- The binder lays out responsibilities of building reps as stated in the HEA by laws.
- Stipend check list is included.

- ESP Report
- Please check your pay stubs to make sure you are receiving the correct pay.
- 22/26 paycheck decision needs to be made by July
- Contract- expires in June of 2023, we are hoping to begin preparations sooner than later. Please consider being a part of the negotiations team. Bargaining can begin 11/30
- ESP of the Year- please consider nominating a ESP for ESP of the Year
Clerical Unit Representative Report
- We will be formulating a committee for negotiations
- 2 issues with payroll- the members were referred to the Payroll department.
- Clerks taking photos of students- these were just for students whose pictures were not up on School Brains.
- Membership Chair Report
- iContact was “cleaned”
- Learned a lot about iContact – members who say they aren’t receiving emails can email Membership Chair and can walk them through re-subscribing. We can’t actually re-subscribe anyone who has hit the unsubscribe button even if by accident
- Over 100 members signed up since the beginning of the school year
- 70 new members from New-Hire Orientation
- 10 new members who were already in the district
- 20 more new sign ups since Opening Day
- Building Reps should send names when new people are hired (they can invite them to join the union, and give them a sign-up form – all forms are in Building Rep Binders), as well as when people leave the school – this will help with keeping our list accurate

- Attended meetings for the Contract Action Team and Teacher Contract Negotiations.
- Deposited all cash and checks from the banquet.
VII 2nd Vice President’s Report

- Community Action
- Food Drive -begin work in January
- Annual Meeting- September 23rd from 4-7
- 1st Vice President
- We will not be continuing with Joint Labor meetings
- Grievance Procedure
- Level 1-submit grievance within 20 school days of the occurrence to members principal or immediate supervisor
- Level 2 if not satisfied with response or if a no decision is given within 5 school days, the grievance may be filed to the Superintendent in writing within 5 school days after the decision of Level 1 or 10 days after the grievance was presented. (whichever is sooner) 5 days after the grievance was received the Superintendent will meet with the aggrieved person.
- Level 3- within 5 school days after meeting with the Superintendent he/she may file in writing to the School Committee. 15 school days after receipt of grievance School Committee will meet with the aggrieved person.

- Old Business
- IT Point of Contact- being paid by the amount of work being done. $4,000 to one person.
- Security Specialist-met back in June, Attorney Cox retired and the negotiations was left by the wayside
- Copy Machine- Supply Chain issue
- New Business
- Members need to check pay stubs to make sure you are getting paid correctly
- New Unit of OT, OTA, PT, PTA, SLPA,RBT and BCBA- reached out to discuss being members and a getting a contract
- Work to Rule
- Gathering assessments to see who is showing up. We are going to see where this may lead. (next steps) Must build capacity to move forward.
- We have the backing of the MTA
- Need building captains to help us get folks involved
- Problems and Concerns
- Science Assessments- classroom teachers are asked to input assessment data on google forms. (one for each student) Reached out to Bonnie Antkowiak she will speak to Kevin Higgenbottom to see if it can be streamlined.
- Stipend for Bilingual Staff- being called to interpret. Buildings have a parent liaison who should be speaking with parents and translating.
- 30 minute lunches- classroom teachers are required to go outside for 10 at recess. This is to ensure the 30 minute lunch. This is not happening at every level and not all teachers are being held to the 30 minutes, just classroom teachers.
Motion to adjourn was made by Deb Russell and seconded by Irina Ostrovskaya, Motion passed. Meeting was adjourned at 6:00pm.
